Will this fit my Latitude 3490?
Yes, if your 3490 has the Full HD (1920×1080) non-touch screen with a 30-pin connector. The same panel also fits several other Dell 14" models (3480, 5480, 5490 and more).
How do I know if I have FHD or HD?
Check your current screen's resolution — this panel is FHD 1920×1080. If your 3490 has the lower-resolution HD 1366×768 screen, this panel will not be the correct fit. When in doubt, read the model number printed on the back of your existing panel.
Is this a touchscreen?
No — this is a non-touch matte panel, the same as the standard 3490 display.
Is it just the panel or the whole lid?

Fair tech for price, good specs for era, serves the purpose. The black keyboard is an interesting rubber like texture clearly by design to pad the screen and avoid the keyboard touching. Screen is great. Still looking for magic formula to enable computer use in the bright bright sunshine. Keyboard taps are loud for someone who likes silent touch. The perfect PC has to exist, like build a bear.
